Who’s Moving Where In Wealth Management? – Vanguard, BKL, Franklin Templeton

The latest moves and appointments for wealth management roles in the UK, other parts of Europe, the Middle East and select international locations.

Vanguard
Vanguard, a major international investment manager, has appointed Rachel Baxter (pictured) as head of investment management, Europe, based in London. She succeeds Geoff Parish, who returns to the US as global head of fixed income indexing.

Baxter’s remit will be to oversee investment management across Vanguard’s European business, spanning portfolio management, investment research, capital markets, and trading, alongside leading the European bond index team.

Baxter, who has expertise in portfolio management, was previously co-head of the US bond index team, where she had senior leadership responsibility for a large, multi-disciplinary portfolio overseeing more than $1.4 trillion in assets under management across mutual funds, ETFs, and funds of funds. Prior to that, she was a portfolio manager with Vanguard’s global bond index team and gained experience in roles spanning global fixed income investment strategy, portfolio construction and European credit research.

“We see significant opportunities ahead and will continue to invest in the products, expertise and infrastructure that support strong, long-term results for clients,” Jon Cleborne, head of Europe, said.

“Rachel is exceptionally well placed to lead the next stage of our development in Europe. She brings a rare combination of investment expertise, leadership experience and a deep understanding of our clients’ needs.”

US-based Vanguard manages $13.3 trillion on behalf of investors worldwide, as at 30 May 2026.

BKL
UK-based BKL, a tax, accounting and business advisory firm, has appointed Paul Barham as head of personal taxes.

Barham has more than 25 years of experience advising ultra high net worth individuals, their families and businesses on tax and associated matters. Formerly, he was at Forvis Mazars, where he served as head of personal tax assurance and international private client for the UK. This also included leading the global network’s private client tax team.

Barham specialises in inheritance tax and succession planning, trusts, and international private client tax, advising non-UK domiciled and UK-domiciled individuals on the movement of capital and income into the UK. He is a Chartered Tax Adviser (CTA), a Trust and Estate Practitioner (TEP) and a fellow of the Association of Taxation Technicians (ATT).

His appointment underscores BKL’s continued investment in its private client capability, bringing technical expertise in international tax planning, wealth structuring and succession to serve the firm’s growing base of high net worth and entrepreneurial clients, the firm said in a statement. Barham’s hire also builds on the appointments earlier this year of Tommy Roy as private client tax partner and Amanda Varrall as head of global mobility.

“Paul brings considerable leadership experience and a depth of technical expertise that will be a great asset both to our clients and to the firm,” Lee Brook, CEO of BKL, said.

Franklin Templeton
California-headquartered investment manager Franklin Templeton has appointed Carl Tomlin as business development director in the UK wholesale team, effective from 6 July 2026. "This is a newly-created role," a spokesman told WealthBriefing.

Tomlin brings more than 20 years of experience in the industry, having worked with First Sentier, Aviva Investors and Columbia Threadneedle in the Southwest, Midlands and Wales, the first said in a statement. He holds a first-class degree in law and marketing from the University of the West of England and brings experience beyond asset management. He has served as a charity trustee and recently led the expansion of a family-owned golf and leisure business through the acquisition of an award-winning site in the Midlands.

“His experience, strong network across the region and a genuine focus on building long-term relationships will be a real asset as we continue to support clients in an evolving investment landscape,” Harry Reeves, head of UK wholesale at Franklin Templeton, said.
