Tax Haven Signs Memorandum with Luxembourg

Andorran Prime Minister Albert Pintat and his Luxembourg counterpart Jean-Claude Juncker signed a Memorandum of Understanding aimed at the start of tax treaty negotiations between the two countries on 10 September. Luxembourg will be Andorra's fourth treaty partner – after Spain, France and Portugal – and Mr Pintat said the new MoU was a further step towards its exclusion from the OECD black list of non-cooperative tax havens.
