Standard Chartered Hires Senior Duo

has made two senior appointments to its legal, compliance and regulatory programmes.

David Fein joins as group general counsel, while Jean Moorhouse joins as head of group prudential regulatory affairs.

Group chief executive Peter Sands said that the appointments will build on the London-listed bank’s ongoing investments in legal and regulatory capabilities.

“It is imperative that we strive for the highest standards of conduct and compliance across the bank and that we play our part in the global fight against financial crime.”

As such, Fein will report directly to group chief executive, Peter Sands as he advises the board and senior management on all material legal issues affecting the bank including M&A, corporate activity and disputes.

Fein joins Standard Chartered from his prior role as United States attorney for the district of Connecticut, where he gained experience identifying and fighting financial crime, as well as strong relationships with both federal and state authorities. He was previously a partner at law firm Wiggin and Dana and served as associate White House counsel under President Clinton. Fein joins the bank this month.

Jean Moorhouse joins Standard Chartered from the UK Prudential Regulatory Authority on 25 November and will report to group finance director Richard Meddings, as she manages the bank’s relationship with the PRA on treasury, risk, finance and compliance functions.

Moorhouse is currently the PRA’s lead supervisor responsible for Lloyds Banking Group. She joined the FSA in 1998, and was the lead regulator for Standard Chartered. Prior to this, Moorhouse was a senior manager in the international division at the Bank of England.
